Legitimacy in policing comes from the public’s belief that officers have rightful authority to act and that this authority is exercised through fair, unbiased, and lawful processes. Bias damages that legitimacy because it signals unfair treatment, which undermines trust in the police, erodes perceived moral authority, and reduces people’s willingness to comply or cooperate. When people feel they are treated with respect, have a voice in how decisions are made, and see neutral, accountable enforcement, legitimacy strengthens. Conversely, viewing authority as merely legal power misses the crucial perceptual element that people must believe in the fairness of how authority is applied; focusing only on performance metrics ignores the fairness dimension and how bias undermines trust. The idea that legitimacy is about officer charisma is not accurate, and the notion that bias would strengthen compliance is inconsistent with how bias typically inflames distrust.
